Is it rude to Tut at someone when they say Excuse me?

I was on the bus today, just about to get of, you known the awkward moment when you are holding heavy bags in both hands. There was a women who was kind of standing in my way, I politely said excuse me please, and she just did a little tut along with a moody face.
