I don't get how concealer and moisturizer make a primer?

They say that putting moisturixer and concelor or liquid foundation which i dont have will make a primer i normally just apply my moisturizer then a concelor anyway and this never primes my eyes very well do they mean a certain type of moisturizer like body butter or something?
